the way naruto gets shat on by the viewers (mainly the dudebros and the naruto haters) for his panic attack is insane. it's like they've never seen someone show human emotion before. this is a 16 year old boy who just defeated someone who was trying to destroy their village by promising them they'd end the cycle of hatred. now he finds out his best friend has joined that very criminal organization and is doing everything to continue the cycle of hatred. naruto's bond with sasuke is already so intense that naruto cannot just let him go after hearing of this, he needs to know why. and then he finds out why, and he completely understands. he finds out this cycle of hatred that he promised to fix goes back way further than he thought it did, is much bigger than he thought it was, and is affecting his best friend—he has no idea how to fix this (the solution he comes up with is to die with sasuke so obviously, this is an impossible situation). first of all, people won't understand naruto's panic attack if they think sasuke himself is being dramatic, or they don't understand naruto's compassion and empathy. like with nagato and gaara, naruto refuses to see most people as villains—just people who are lost and lonely. so yes, he still cares for sasuke despite it all. then his other best friend came and abandoned his cause, and he finds out she's gone to kill sasuke without even waiting to talk to him first, and another friend tells him all that sasuke's done before reminding him that if he wants to become hokage, he has to do what's best for the people and for sasuke. naruto was all alone just then, with all of this pressure to bear everyone's hatred and pain, put it all on himself, and it's just too much for one person to handle. not to mention the fact that he knows sasuke's in pain right now and he's already said—whenever sasuke suffers, he hurts inside so much he just can't let him go. it's empathy at its finest, and people made fun of him for it.
no, naruto did not have a panic attack over sasuke, he had a panic attack because of the stress that his friends were putting on him to make a decision about sasuke—one that could possibly continue the cycle of hatred and make everything worse.
