thinking from it from a different context the basic unifying conditions of the nerevarine policy - an orphan, an outlander, and a prisoner - definitely are skewed towards someone who is isolated, disaffected, easy to manipulate, easy to indoctrinate into a cult, and easy to sell the idea of doing something harebrained and dangerous because you were given some world-saving quest as dictated by prophecy, who would likely rise to the idea that they were secretly someone special and important because someone from that background is less likely to have been told that they have worth and value in of themselves.
