It just seemed that way at the time because it was his first album after Pepper.

remember hearing George Harrison tell a story about talking to Dylan after John Wesley Harding. George said, "man that album is so great, it must have been a bitch to record." And Dylan replied "yeah it was rough, it took like 27 hours." And it left George flabbergasted because the Beatles had just spent 5 months in the studio recording Sgt Pepper.
