Grace. The person who loved Tommy Shelby the most. She gave her entire life for him. She risked her life, she gave up a safer life for him. And she's the only one who accepts every part of him. Grace loved all the parts that Tommy or anyone else didn't love about him. Other people, women and family, constantly told him that he had to change, that he was a bad man or even that his brothers were better than him. But not Grace. She never said anything like that to him, on the contrary, she told him that he is much more than a gangster, or that he is not that bad man that everyone sees. She believed in him and believed in a good life with him.
He knows it and that is why he loves her so much, that is why no one can fill that void that she left, and he will never love someone as much as he loves her. It still surprises me how there are 'fans' of the show who change the script so much and say that Lizzie loved Tommy much more or that she is the woman he needs, but what they show in the show is the opposite.
Another reason why Grace is the person who loves him the most is because she never forced anything with him. She proposed that they go together to start a new life, he said no. And she understood it, she tried to move on. Then when they saw each other again, neither of them forced the other to continue seeing each other, and when she told him that she was pregnant, and that she loves him, he told her that he was going to decide later, and she just wait.
Later at their wedding, she wants him to tell her why he is like this, if the reason is because he regrets marrying her. Grace always wanted to make sure that he really wants to be with her, and that he is happy with her, because that's what true love is all about, that the person you love is happy, with or without you. If you love someone, and you see that they are not happy with you, you have to let them go.
The opposite happens with May and Lizzie. For them, the important thing is what they feel, but not Tommy. S2 May, Tommy tells her that he wants to end what they have because he is in love with someone else, she tells him that she doesn't care, that she wants to continue with him. If a person directly doesn't want to be with you, love someone else, don't force that relationship by making them feel bad, and making them feel like they have to stay with you so as not to hurt you.
And Lizzie, she knows that he is not well psychologically, that he does not want to have a relationship with her, that he is not ready to get married and have another child, he is still mourning losing Grace. And did that matter to her? No. All she wanted was to be with him, it doesn't matter what he feels or doesn't feel, what matters is what she feels. That's why I don't understand the Lizzie thing, she love Tommy more than Grace. No, that's not true. If you love someone, and that person is not happy with you, you let him go, you do not constantly make him feel bad because he is not happy with you.
