I'm guessing this was a juvenile male, showing off those two little feathers to anyone who might possibly be interested or intimidated! They weren't visible at all from most angles – at first I'd assumed this was a female – and I only got a single photo out of dozens of this individual where the red feathers can be seen.
He was hanging out in a bottle brush tree in the neighborhood; it was quite dark and foggy this afternoon, and I didn't take a single bird photo until I came to this spot, which is frequented by many hummingbirds, appears also to be the nesting site for a pair of Steller's jays, and was visited by a flock of bushtits, some chickadees, a Bewick's wren, and a goldfinch just in the hour I was observing there.
