Mairwen as Ruler [pt 2]
{ this was less detailed than I planned, so I might have a pt 3 with more specific information at some point. again, blame @meadowlarksingingoverhead for inspiring me to finally write this stuff up. also blame the vagueness on Mairwen’s anarchist leanings. }
Mairwen does not rest when the Battle of Hoover Dam finishes. There is a single day of rest before she begins "restructuring" New Vegas, starting with the Strip and the neighborhoods directly surrounding it. With the Securitrons in New Vegas, the Great Khans and the Enclave remnants were sent to ensure that the Legion had left the Mojave, while the Fiends and the Jacobstown Super Mutants were sent to finish driving out the NCR soldiers. [Only those who would swear to work for her, from either side, were allowed to stay in the Mojave.]
She immediately executes any remaining dissidents, making a show of it while also negotiating with the Mojave tribes and communities in how to move forward. [Notable examples: She basically gives her lover, Scratch [ @thx-lost-yxars ] , command over the Fiends, having killed the three previous leaders, and marries Aidan [ @remember-navarro ] to cement an alliance with his father's [ @enclaveborn ] small community of Enclave Remnants, with all of their firepower, while the Kings and the Followers are put in joint control of Freeside.] New Vegas is the first to be reorganized, establishing a "council" to take care of most of the day-to-day functions and minor disputes of the Strip: consisting of at least two from every casino, two from the Kings and the Followers, and a rotating selection from the many merchants/caravans in the area. She presides over all meetings and has ultimate decision/veto power. Everyone has to pay her a tax to her or else they don't get protection [or benefits]. The first year she is the strictest while she is establishing everything. She sets up a second council for the Mojave at large, much like the first, but it is rather more amorphous since the Mojave is far too large for full control. Communities handle themselves for the most part, and only come to their council [and her] if the problem is deemed large enough. [She did wipe out an entire tribe due to the first of these disputes, personally, and publicly, killing their leader by driving her knife through his eye.] People are actually much better served coming to her for assistance with things like food, medicine, and the like than they are for any sorts of disputes where violence can be an answer. She calms down in the second year as things settle. Beyond the councils, she basically lets people do what they want. Her view of it is don't fuck her over and she doesn't care. She largely lets people self-regulate, largely preferring the King's approach of "let people do what they want and help those you can." Most of the money she collects from the Strip's "taxes" is actually spent on improving the Mojave as a whole, whether funding infrastructure developments or general welfare related issues. None of these are set in stone by the time she heads out East to the Commonwealth, but the plans are in place, and she has largely left Aidan, Yes-Man, and a couple of her companions in charge at that point.
