Only a moment after she sinks back into the cotton bedclothes, the bed dips somewhere around her knees. She's barely opened her eyes again before the gentlest of hands grazes her brow, bringing with it a familiar aroma, something sweet, earthy and edged in smoke. "How are you feeling?" She attempts to open her eyes again. Haloed with sun rays but blocking out the worst of the light is Ashur.

IF YOU WANT IT [[weird]] I GOT IT [[weird]]!!!
Team Rocket are basically the breakout stars of the anime, I feel like. They're not the main characters, but they're horribly inept villians who can oscillate from serious to tragic to comedic at the drop of a hat. I don't watch the original japanese, but I've watched the dub on and off throughout my life. And they were always scene stealers to me. To be fair, I'm the same kid who mainly liked superhero shows for the villians. So maybe I'm just a sucker for entertaining villians.
But in watching some of the 90s Indigo League pokemon episodes, you can already see the birth of their stardom. Mainly because they're idiots. They're climbing walls while afraid of heights. They're making meta jokes that break the fourth wall (I'm actually kind of shocked there's been jokes like this from multiple characters, actually). For god's sakes, they ride around in a hot air balloon in their debut appearance! They are not subtle! They are horrible at being bad, but they certainly nail the stylistic flair of it.
Also, I feel like their story becomes more bizarre as you watch the show. They were legitimate criminals in their debut, attempting to steal all the pokemon in the Viridian city Pokemon Center (for that matter, why does nobody question Team Rocket being a big presence in Giovanni's city?). But as the show goes on, I feel like they become more and more pathetic. Everywhere they go, they keep running into the same kid. And they could just ignore him. They could go back to focusing on actually weak trainers. But no, they have to keep going for that pikachu.
I doubt Giovanni even cares about one pikachu. I think this is just a grudge thing now. They feel like ash and his pikachu have humiliated them, so they're just hunting him out of a single-minded obsession on revenge..
