Not for the molka stuff, no. Simply viewing the videos isn’t punishable in South Korea – probably to avoid prosecuting people who are sent it without their asking and view it accidentally, not realizing that what they’re seeing was taken and/or shared without consent. It’s filming/photographing and distributing that’ll get ya. Except for that one photo he shared that we know little about, Seungri’s presence in the molka chats is more a moral issue than a legal one.
