One time Goro was so hungry he ate an entire Orca in one day
Goro was found by the US Government when he was a baby. There was a special organization in the government that dealt with super powered beings that dealt with him, aiming to make him a weapon.
But when Goro turned twelve things changed, he escaped when his most frightful transformation was triggered by the harsh environment.
They still keep surveillance on him but keep away as it would take nothing short of a nuke to put him down if he gets going
How do they cope with confusion (seek clarification, pretend they understand, etc)? Gore
Goro copes with it by tackling whatever confused him head-on. Whether that's asking again or literal tackling.
He's not dumb but he's still missing a lot of knowledge given the fact that he's been wandering since he was 12.

He has so much ambient energy in him that he becomes a lightshow with his scales when in pitch black
Goro's usual attire consists of raggedy clothes and an equally ragged cloak to hide his features.
His size means it only draws attention but he scares off anyone who tries anything

A sentiment that had been repeated long since Yuugiri had first approached Goro. Limitations and the fallout of such a thing to be sealed. Practically embedded into muscle memory would be the limited extent of her using such a jutsu in the future, and what could happen should she. But he draws the last symbol, satisfied with his work.
“I trust you.” Her voice pitches, the ever-present feeling of never having enough leaving her throat scratchy. “I’ve just had it.”
Goro levels her with a heavy stare, before the barest smile picks at the corner of his mouth. “I understand.” Pressing his hands together, there was that long look again. “You may begin.”
Her turn. Clasping her hands together, feeling the rush of energy around her. Like something crawls up her spine, begging her to do it. Yes. And there was someone so close, to fill the gap. Gut punch, that has her keel forward, nails digging into stone. It’d been so long.
“Goro—!” Help me.
“Prepare yourself.” Quick hand signs that she could only see out the corner of her eye, as she presses her cheek against the stone. Fighting it back.
Instant pain, centring on where he had drawn a solid circle earlier. Yuugiri doesn’t fight the scream, as it rips from her throat. White-hot, as the scrawl moves towards the slowly forming seal. Hand stretches towards the edge of the barrier drawn around her, burning her finger tips.
“Just a little longer, Yuugiri.”
End in sight. Hard to focus. Goro was within her sight, hands still clasped. Breathing heavily, forming little clouds in the air. Oh, it was her. Retaliating, without thinking. Enough of a warning to roll her head back, eyes watching little flakes of snow fall from above.
Goro shouts something, hands drawn out before him. Last line. Last roar. Towards the ceiling, wherever it was, inky darkness above her. Echoing back towards, with the last word finding its way sealed into her skin. And then, there was nothing.
