Duncan Idaho, in this particular passage, is preventing a huge misunderstanding between the Duke and the Fremen. The Fremen Naib (leader) Stilgar showed his respect to the Duke by spitting on the floor in front of him. The Duke’s men took this as an insult and were getting ready to attack the Naib. Duncan, who’d been living with the Fremen as the Duke’s ambassador, explains that to the Fremen, it is a respectful sign.
I think that this passage is a warning to be mindful of others and to not be too quick to get offended.
