This is Clay Baker, an aarokocra wizard! Decided to take the heart shape from the original design and make it a prominent feature in his design. I was really stuck on his outfit. Then I saw an awsome Gale outfit from ssalballoon, and they were kind enough to put their reference image in the post, so I used it as well! It's done by designer Guo Pei from the 2019 couture collection.
