Starting Sunday, ABC stores around the state will open an hour earlier.

A new law that took effect Friday allows the state-run liquor monopoly to start selling at noon. The same law will allow stores to open on New Year's Day.

The General Assembly approved the change earlier this year, not in a stand-alone bill, but as part of the new state budget, which also took effect Friday.

July 1 is the annual start of a new fiscal year for Virginia state government. It's not mandatory that the stores open earlier, but the Virginia Department of Alcoholic Beverage Control said nearly all stores will.

Day 81.  Hmm, how to pose for my ABC Stores t-shirt from Hawaii.  Oh, what’s this Mr. Potato Head doing in our bedroom?  Kids.  How about I grab that and pose next to the curtains.  Bingo!

This is a shirt I picked up on a vacation.  Because, you know the perfect souvenir is a t-shirt.  And specifically, one from a random retail chain store.  This one is from quite a few years back.  And I don’t remember if it was a free shirt I got from buying an excessive amount of Mauna Loa Macadamia Nuts or if I actually paid for this shirt.  But something resonated with me and it’s managed to stay in my t-shirt collection over the years.  I think part of it is the simplicity of it.  Both in design, plus the name of the store, ABC Stores.

In any case, on a late March day here in Chico, it was still rainy and cold and thus I wore my ABC Stores shirt over a long sleeve undershirt.  It’s a Monday work day and all I can say is that I’m happy to have Mr. Potato head here with me on day 81 for this lovely picture.

RICHMOND, Va. (AP) — Charges have been dropped against a University of Virginia student whose bloody arrest sparked a public uproar and a state police investigation, a prosecutor said Thursday.

Interesting tidbit from the article:

Johnson's arrest came two years after another U.Va. student was arrested outside a supermarket by ABC agents who mistook a carton of sparkling water for beer. Several undercover agents swarmed Elizabeth Daly's vehicle, one pulling a gun and another trying to break her windshield with a flashlight. The incident sparked a public backlash, and the traumatized student later settled a lawsuit for $212,500.

Two questions

1. how does one mistake a carton of sparkling water for beer?

2. why would that matter?  Even if she did have beer, why were these officers swarming her car??  Wouldn’t you first walk up to her, show your badge, and describe the situation as you see it?

I have a feeling that most police would and do follow that approach.  Clearly, there are some who don’t.  But the result from that incident:

State police investigated that as well. The report was never made public, but ABC responded by promising several policy changes, including requiring agents to wear uniforms.

I want to know what the policy changes were and whether or not they are actually put into effect.

I'm guessing this juxtaposition has been photographed a thousand times -- the place drunk drivers go is right next door to the state liquor store on North Main Street in downtown Harrisonburg (and don't get me started on why Virginia still has state-run liquor stores).
