Mentally he was shamed, isolated, ridiculed, and tormented by not only his family, but his classmates.

Physically he was beaten, cursed, hexed, and threatened. 

“You don’t understand, if I don’t kill you, he’ll kill me.” 

This sentence is spoken by a scared boy. One who truly believes he will be killed for disobeying. One who probably HAS been punished for disobeying/failing before. 

Of course this does not excuse his racism or any of his other cruel acts throughout the book, but please, think about how much trauma Draco had endured before you send him to Azkaban.
