The show takes place in the 1930’s and 40’s, so there’s a little bit of slang from that time but I don’t care enough to make it super accurate considering they don’t in the show.

She's likely to want a well mannered child. Unlike a lot of different versions of Penguin, she doesn't want a heir to her legacy. She just wants a baby again. Yes, she has her children, but they're ungrateful little brats to her and are begging for a little sibling.
Furthermore, she's most willing to actually beat her darling or mentally break them out of most of the villains in this series. She's the first in line to start forcing her baby to break, although it's not the first thing that she jumps to.
In accordance to the wiki and everything else I could find, she's 70, and yet still really strong. She can (although she doesn't want to) hold you back and or stop you from running away. She'd prefer you not run, and prefers that if you do, she doesn't stop you, let Iggy hurt you so that momma can help nurse you back to health.
She wants a well mannered kid, as I said before, and wants one around 6-12. She's most likely to fall for a true mannered / taught on southern manners ( "Yes Ma'am" "No sir" etc, because it means they're well behaved.)
It's odd because age regression wasn't really a thing back then, so it would only really work with an idea of it, but with her influence and power, who really cares if she has someone age regress? What matters is if you keep your head.
Aaron and Ronald don't get it, but hey! There's a new sibling, and they'll do anything for Mama.

You hated this place. This boat sucks. It's creaky and the people all think that they deserve something for being rich. You do! A punch to the face is what you deserve for asking every single worker who walks by for information with a broken promise to pay better.
You don't know shit about what goes on underneath the floor, you don't know why she loads in weapons, or why she "shook hands" with certain officers, trading cash everytime they touch. And yet people still stop you, tugging on your clothing or even your skin like they own you for the crime of being paid to service them, asking with a leering look if “They can go and meet her for a private meeting.”
It’s exhausting dealing with them, the customers, and then dealing with Aaron and Ronald before meeting the big boss, Oswalda. Aaron constantly talks about how "Mama cares" or "Mama does" whatever he asks. Ronald is a sleaze who can’t flirt to save his life, but that doesn’t stop him from trying.
Oswalda on the other hand, is… scary. She’s interesting because it’s clear to her workers that aren’t involved in her downstairs business that there is something deeper going on, with Rupert Thorne coming in at an increased rate than he was. She’s ruthless and cunning and damn strict boss.
But that’s enough thinking, because you have to keep working. It’s about to be your first full year working at the Iceburg Lounge in a few days. The reason why you keep working despite the lack of job security if she stops paying certain cops and the sleazes for company is because of the money.
Yes, it’s a simple reason, but she pays well and you haven’t had to worry about rent for months now. You have time to focus on hobbies instead of selling your soul to a job that doesn’t pay well but still forces you to interact with people. It pays enough to afford security, and good food that fills your tummy and lets you have a little extra fat around your body that isn’t really fat, just the reality of having secure food and not having to starve.
“Excuse me, have you seen Ms. Oswalda?” A voice interrupts your thinking and you turn to the individual. It’s one of the cops you see around here a lot, Detective Flass. He’s a black man with a lean figure, a charming smile, and far too much ambition.
“No sir, I haven’t seen her. Is there a message I can take for you in case I see her? All the employees report to her at the end of the night if the information isn’t an emergency.” It’s a fake tone you’ve created for dealing with people, not just coppers like him, that slips out of your mouth before you can think of what to say.
He shakes his head, muttering something about having to return later and brushes you off with a wave of his hand. “Never mind, continue what you were doing.” You mentally disregard him and continue passing around drinks and small foods.

It's exhausting taking care of everything. Oswalda sits down in her dressing room, looking at the paintings of her and her children. A pang in her heart appears, she misses having a kid.
She misses the laughter and chasing children through the house, and getting to spoil them rotten. The way that they snuggle into her when they're scared, or the way they look up to her.
She thinks of when they used to make little gifts for her, some pasta they stole from the kitchen glued to some paper to make a face or some drawing of all of them together.
Iggy knocks on the door and then walks in when she gives her permission. "Ma'am, it's time for the evaluation." She nods and puts her fake face back on. Now's not the time to reminisce.

It's finally the end of the night, and when you've started counting your tips, you see Aaron walk up to you. "It's time for Mama's evaluation." He doesn't sneer, but it's clear he doesn't see you on the same level as him. You nod, following him as he gathers up more employees.
"Hi Clarence." You say as he inserts himself into the pack. He seems oddly nervous for a guy who handles the inside job stuff. The inside job being the ammo and weapons. He just nods and walks with you, then being grabbed by Iggy who drags him away.
You just watch as he goes away, then you all finish being rounded up and led to where your evaluation is. You wait for your turn, you're usually in the middle of the people who get called, but this time you end up being the last person called in.
You go in, it's nerve wracking to see her like this, so uptight and wound up. "Ma'am, the evaluation?" You probe after a few minutes of her just staring at you. A faint light makes it back into her eyes and she seems active again. "Ah, yes. How much did you make tonight?" You nervously fidget. "I didn't get to count before the evaluation, ma'am."
She nods, and gestures for you to count the money. You start, it adds up to 50 dollars, which is less than normal, but still a good amount. She seems pleased despite the lessened amount you've provided. You relax your shoulders without realizing it.
It's quiet again, an eerie quiet that seeps in where it's not supposed to. She stares at you, hands folded and elbows propped up on the table to support laying her head on her hands.
You debate on whether or not to speak.
"You know. I miss having a child."
"What?"
You didn't mean to sound so worried, but it came out of the blue. What does she mean by that? She looks to the side, down at the ground. "I miss having a child. All of mine are grown up now." Her mouth tightens. "They're all spoiled brats now." You don't speak, still scared to burst out again. "But you're a respectable kid. A nice, well-mannered one."
You laugh unconvincingly.
She stands up.
All of a sudden Iggy is in the room with you, has he always been there? and she's coming towards you. She doesn't run, she marches, like she knows she will get what she wants.
Suddenly, She’s gripping your arm. You try fighting back, but she's stronger than she looks, and it's hard to get her hand off and there's two more hands coming up and grabbing your arms and they're taking away your ability to move. To fight back.
And then you're being forced into a car, her car to be exact, and suddenly you're driven away from the Iceberg Lounge. It doesn't make sense anymore, and your brain shuts down.
You're still conscious, but no information seems to be coming through.

It's such a shame her little baby shut down like that, but it's better than screaming all over the place. Sure, she's a little disappointed that you tried fighting back, but it's hard moving to a new place on kids.
She lets Iggy drive, he's somewhat of a safe driver in Gotham, and just focuses on hugging her little darling. You're shuddering and curled up tight like a little baby crying in the dark after a nightmare.
It's not your fault though, Iggy can be scary and no one told you what was going on, and it's only fair you shut down after your schedule is interrupted like that.
She just can't wait to spoil you. To show you the love you deserve.

You're at the house now. Her house. She's dragging you in by the arm, but everything's loose and foggy and you just can't find the energy to fight back against her hold. She seems to smile at that, but everything is swimming around too fast to see.
She begins to gently hold you as you climb up stairs. You nearly trip but the hold on you is tight enough you merely sway before be you continue being pulled up the stairs. She opens a door and sits you down, and suddenly it's a little easier to make out shapes and general details.
You're in a bathroom, a purple and marble themed bathroom, with a robe on a hook on the door and a bathmat on the floor in front of the tub. She begins to fill the tub by releasing water from the faucet, but it's so loud. You cover your ears before it gets too bad, and she gently tugs your hands away from them when the water is done.
You merely stand there while she takes off your work uniform, undoing buttons and taking off layers before she gets to the base layers. She softly takes the base off and now you're standing there with nothing on.
She urges you to sit in the bathtub. It's actually quite nice. The water is warm enough to heat up your skin, but not hot enough to burn. She begins to hum under her breath as she picks up a scrub and begins putting soap on it.
"On one summer's day, the sun was shining fine." She gets your chest and arms, "The lady love of old Bill Bailey was hanging clothes on the line", then your back and armpits, "In her back yard, and weeping hard." She gets a small cup. "Hold on, darling, I'm about to pour water on you." Water engulfs you, and then she continues, scrubbing at your legs and feet. "She married a B & O brakeman that took and throw'd her down." That seems to be all of the scrubbing because then she squirts shampoo and conditior in her hands before massaging it into your scalp. "Bellering like a prune-fed calf with a big gang hanging 'round; And to that crowd she yelled out loud."
She pours water on you again, and then has you stand up before she hands you the robe on the back of the door. It's embroided with a little penguin on the breast, and it's cozy wrapped around you.

Aaron and Ronald stand outside the door, confused on why you're standing their in their Mama's robe before Oswalda steps out and puts her hand on your shoulder. "Aaron, Ronald, this is your new sibling." She says nothing more before guiding you into another room with a bed and many more details your overwhelmed brain can't comprehend right now. She sits you down and leaves to go talk to the boys.
She comes back looking proud of herself before she goes into another room adjacent to where you two are and changes into more comfortable clothing. She's wearing a silk pajama set and she's let her natural hair show.
She lays down on her side, grabbing you and holding you close to her like a pillow or comfort item. She pecks a little kiss onto your scalp and watches your eyes close and breathing slow before she lets herself relax.
Finally, Mama has a baby again.
