It's a cheeky little monkey in Rattata's colours. This is the kind of little shit that would cause trouble just for fun, and I'm sure its dexterous tail is very useful in that task. The side mission in Detective Pikachu expresses this perfectly. It's also clever design work, bringing to mind those sticky hand toys that only work for a few uses, and putting the apposable thumbs monkeys have to grab things on another part of the body

...Why do the tail hands look like udders? WHY DO THE TAIL HANDS. LOOK. LIKE UTTERS-
This design is so confusing and off-putting. I don't mind the bowl cut, but why is the nose shaped like a skull hole?? It's not a ghost type. And if the tails have truly replaced its actual hands, then why the HELL do they look like inflated utters balloons instead of anything actually useful? Why make the arms longer at all if it accomplishes nothing? If anything, they should be SHORTER to emphasise they're basically atrophied. This evolution ruined a good thing, man
