This is a right-angle drill with a rotating collar for the alignment stud. Because the management believed the sales guy over the operator of the machine, they didn't schedule a PM for this piece of equipment. After the second one had the collar come loose and cause "Issues" management finally started to pay attention to what their employees were telling them.
