Alright, in the raimiverse, Harry and Peter are foils. Classic. Obvious. We all know it. Otto, as most villains are going to in some way, foils Peter too.
However I firmly believe that Harry also foils Otto. I am completely convinced that, with the way that Harry’s role in Otto’s life and project ties thematically and into both characters, it has to be Harry. It cannot be any other character.
