the point of wands is to help a wix focus their magic. words do the same thing.

the incantation associated with a spell serves to channel magical energy towards a specific action or goal. and the more words you use, the more they focus it. think about a sieve.

waving your wand = i want to use a spell

"reparo!" = i want to repair something

"oculus reparo!" = i want to repair some glasses

"hunc fractum oculum Harrii reparo" = I want to repair these broken glasses of Harry's

for an inexperienced wix as Hermione, simply "reparo" isn't enough for her to satisfiably focus her magic, so adding on some detail tells the magic more specifically what to do. The same logic also explains nonverbal spells: someone with enough skill or practice with a spell doesn't need any words to cast it.
