He doesn't start 'breathing' again, even though he has to grit his teeth to keep his mouth shut, and actually puts his hood up, even though his clothes are charring and his friends are reassuring him that they'll keep him safe. As soon as a guard starts to remove Callaghan Hiro starts hyperventilating and actually takes his hoodie off.
Running too hot, he needs to cool down fast, dun he? But I bet Tadashi would have known that, and he’d have know there was a chance that Hiro might be scared enough to heat up, so he’d bring ice packs and stuff to help Hiro cool off.
The moment Callaghan is out of the room, the whole team starts shoving ice packs all over Hiro, down his hoodie, in his pockets, whatevs.
