ABSOLUTELY YES HE IS. Gene is just awful and it's great. So many interesting and fun dynamics to explore, he's terrible to everyone he loves but he's unique and individual and specifically tailored to each person. He'll treat them very differently, like maybe he's openly and obviously abusive and violent to Zenix but he's covert and manipulative to Laurance, and its canon that he's more of an influencing and controlling figure to Dante!
Gene is uniquely horrible and it's very fun!!

IVE BEEN SAYING THIS!!! Ive been writing a fanfic about this but I’ve been kinda burnt out.
Even better if Dante thinks that this is just normal behavior for siblings because Gene is only “helping him”. This would probably go on for years after Gene hit puberty, well into both of their adult life.
Suddenly it would stop while Gene is trying to change for the better and Dante ends up being the one to initiate causing Gene to spiral again!!!! yayyyyy!! Because of course only Gene would know how bad what they’re doing is, of course it would make him feel guilty once he gains a little more empathy, would he want to stop? No. But he would for Dante (who is probably permanently fucked from this and most likely bases his own self worth on how his brother sees him.)
Gene definitely has some sort of childhood trauma as well that made him how he is,, but who knowwsss
