If Monster, what Monster?: He insists himself to be the vessel of Ao Qin, patron deity of the South China Sea and one of the four dragon kings. Ao Qin and his associations to red, summer and fire have resulted in his draconic appearance and pyrokinetic abilities.
TL;DR: Kha Loung was born in a rural village in colonial Hong Kong, and sold to a British nobleman by his mother so she could feed his siblings. His new father belonged to a secretive group of powerful magi - he took Kha Loung to live with him in London, where he was used in an arcane experiment to fuse an otherworldly being with a human soul. This was relayed to Kha Loung as a 'blessing ritual'; the otherworldly spirit would supposedly grant him prosperity and protection.
After a brief period of chaos and torment while Kha Loung's psyche reined in the spirit, it began to grant him peculiar abilities. First, wisdom and charisma. Then, he gained the ability to manipulate flame, before stopping aging in his adolescence. From all of these things, he knew it was the Dragon King Ao Qin. Many in his coastal village prayed to him and the other Dragon Kings to grant them all the good things in life - his virtue must've been rewarded with a place among London's magical and monstrous elite, despite being of human origin.
When he longed for his roots later in life this naturally led him to guess that he would best belong among the draconic race who served Ao Qin in Southern China. Horns, pyrokinesis and possibly an immortal lifespan - Kha Loung had those same qualities. He paid them a visit after the second world war, only to be swiftly and brutally cast out from the den no sooner than he had entered: their instincts didn't claim him.
He wasn't Ao Qin. Neither was he a dragon.
With both his old and new family lost to the passing centuries, Kha Loung lives for the present as a wealthy and hedonistic broker at the London stock exchange. He proclaims himself to be a 'dragon', as thinking too hard about where he belonged in society like in the past would only lead to misery. The only answers come from a voice within that he calls 'Ao Qin', compelling him to stare longer at the stars on a clear night sky...
