Thailand plans joint arms factory with China
Thailand’s defense technology agency plans to set up a joint center with China to produce and maintain military equipment in the latest sign of the strengthening security relationship since a 2014 coup.
The plans to establish the facility - and discussions on a Chinese naval center to serve submarines Thailand ordered this year - point to a growing Chinese security presence in the oldest U.S. ally in the region as elsewhere in Southeast Asia.
The Thai government’s Defence Technology Institute (DTI) will set up Thailand’s first commercial joint defense facility with China in the northeastern province of Khon Kaen in July, a defense ministry spokesman said.
It will be responsible for assembly, production and maintenance of Chinese land weapon systems for the Thai army.
“All our production will be for domestic official usage,” defense ministry spokesman Kongcheep Tantravanich told Reuters, adding that it could become an assembly and maintenance center for all states in the Association of Southeast Asian Nations (ASEAN).
Specific details, he said, were subject to further discussions between the ministry and China North Industries Corporation (NORINCO) - which makes tanks and weapons among other heavy equipment.
NORINCO did not respond immediately to an emailed request for comment. Its website describes it as “a pioneer and leader of Chinese military trade, and an important team to implement China’s Going Global strategy”.
Kongcheep said the Chinese would provide training and technology transfer, but details of any Chinese personnel in Khon Kaen were among things being discussed.
The Chinese Defense Ministry did not respond when contacted by Reuters for comment.
BIG PURCHASES
China has become an increasingly important source of weapons for Thailand, particularly since the United States and Western countries downgraded ties after the army seized power in 2014.
Major purchases since 2015 include orders for 49 Chinese tanks and 34 armored vehicles worth over $320 million - much more than the army has bought from other countries, although it also ordered helicopters from both Russia and the United States.
The biggest Chinese purchase is the Royal Thai Navy’s order for three submarines at a cost of over $1 billion.
Thai and Chinese armies and air forces have begun joint exercises, complementing Thailand’s continuing drills with the U.S. forces. On the civilian front, Thailand and China plan development of a high-speed rail link as part of Beijing’s Belt and Road initiative.
Relations with the United States are warming again too, however, particularly since new U.S. President Donald Trump hosted junta leader Prayuth Chan-ocha at the White House.
The joint weapons manufacturing center in Khon Kaen - apparently similar to one in Pakistan - could complement China’s growing military presence in neighboring Cambodia, said Paul Chambers, who has researched Thai military and regional security.
“It opens the door for the potential of growing Chinese military influence in mainland Southeast Asia,” said Chambers, of Naresuan University in the northern Thai province of Phitsanulok.
New legislation taking effect next year will allow Thailand’s Defence Technology Institute to operate on a commercial basis, but it will remain entirely under government ownership.
Thailand’s Defence Ministry said the government was also holding preliminary discussions with Ukraine, Russia and South Africa about joint defense manufacturing facilities, similar to the deal with China.

Can Belarus keep a strong position on the global arms markets?
In 2012, Belarus became 18th out of the world's 20 leading arms exporters, according to a report by the Stockholm International Peace Research Institute (SIPRI) published last month.
Despite this achievement, the situation of national arms industries remains precarious. Belarusian arms producers are increasingly loosing sway on the post-Soviet market. Since 2007, The Kremlin has pursued a policy of substituting Belarusian products with Russian ones.
Under these circumstances, Minsk is focusing on traditional Soviet-era markets (such as China and Vietnam) and cooperation with conservative regimes in the Middle East and Southeast Asia. For example, Belarusian firms are currently seeking a contract on modernisation of Malaysian MiG-29s. At the end of February, Belarusian officials signed new agreements with a major defence company from the United Arab Emirates.
Top-20 for the last time?
In 2012-16, Belarus sold $625m worth of arms. In comparison, neighbouring Ukraine sold $3.7bn worth of weapons over the same time period and managed to keep its place among the top-10 global arms exporters.
According to SIPRI, Minsk received the most revenue from aircraft sales – $312m, and air defence systems – $195m. The export of armoured combat vehicles brought in $96m. Most of these arms were remnants of the Soviet military, although they were usually modernised before sale. At the same time, the share of products of Belarus's own firms is rising, e.g., radars, optics, and electronics. Belarus has recently focused on developing complete weapons systems, such as the Palanez multiple-launch rocket system. However, it has yet to export them.
Even a cursory analysis of SIPRI's figures shows that this could be the last time Minsk manages to get into the top-20 global arms suppliers. Given the share of aircraft in its exports and the fact that Belarus effectively no longer has aircraft to sell, Belarus will face a significant decline in its revenues from arms exports.
This can be avoided only if it decommissions the Su-25, a close air-support aircraft of the Belarusian armed forces, and sells them. Such plans have in fact been articulated repeatedly in recent years. Another possible option – the sale of some of the Belarusian military's MiG-29s – is improbable, as this would undermine Minsk's commitments to the Single Air Defence System with Moscow.
The three largest importers of Belarusian arms in 2012-2016 were China ($170m), Vietnam ($150m), and Sudan ($113m). China and Vietnam have been traditional Belarusian partners in the defence sphere since Soviet times. Export to Sudan became possible when certain conservative Arab regimes, namely Saudi Arabia and the UAE, bankrolled the Sudanese.
Belarusian arms in the Middle East and Southeast Asia
Cooperation with Western-allied Arab regimes continues. On 21 February, Belarus's State Military-Industrial Committee and the UAE's Tawazun Economic Council – the UAE's national agency dealing with defence equipment procurements – signed an undisclosed agreement.
While the Russian media described the document merely as a 'memorandum of understanding,' an IHS Jane's Defence Industry analysis insisted that Belarus and the UAE had signed a 'defence technology transfer agreement.'
The agreement followed another weapons deal concluded between Belarus and the UAE just days before. According to the $14.37m deal, the Emirati military contracted the Belarusian defence firm Beltech Export to supply spares and provide repair services and technical support for the BMP-3 infantry fighting vehicles of the UAE armed forces.
Meanwhile, Belarusian defence industries are also actively working in Southeast Asia. In 2016, Belarusian firms concluded two major arms deals there by delivering surface-to-air missile systems and radars worth $51m and $30m to Myanmar and Vietnam respectively.
Currently, the Belarusian 558th Aircraft repair plant is struggling to get a contract on modernisation of Malaysian MiG-29s. It has a chance: the speaker of the lower chamber of the Malaysian parliament Pandikar Amin Mulia visited the plant in December.
Is the Kremlin spending tens of millions to undercut Belarusian partners?
Belarusian defence industries are still mostly oriented towards post-Soviet nations. Yet fundamental changes are afoot. Without much publicity, Russian defence industries are consistently undercutting Belarusian suppliers. Russian government agencies are planning to replace Belarusian-manufactured components – alongside Ukrainian and Western-supplied defence equipment parts – with Russian state programmes.
Russian officials openly boast about their successes in substituting Belarusian imports with Russian products and services. A case in point is the company Remdizel, a unit of KamAZ corporation, which separated from the latter and took KamAZ's military projects with it.
Initially, Remdizel repaired and overhauled KamAZ chassis and trucks. However, in an interview recently published by Russian the defence review Eksport Vooruzhenii, Faiz Hafizov, director general of Remdizel, announced an expansion. His enterprise will now provide maintenance and overhaul services for Belarusian MAZ-543 and prepares to do the same for Belarusian MZKT-7930. The Russian army widely uses both to carry missiles.
This squeezing out of MAZ and MZKT from the Russian market is not a private initiative of Remdizel, as proven by respective agreements it has concluded with the Russian defence ministry and its departments. The director of Remdizel expects that in 2017 the revenue his firm gets from maintenance and overhaul of MAZ and MZKT of only military types can increase by at least 8-9%. This means a corresponding decrease in revenues of Belarusian firms.
Can Russia live without MZKT?
The sixth issue of the review Russia in Global Affairs last year featured an article summarising the achievements of the Russian defence industries in substituting imports. Belarusian supplies were listed among foreign imports to be replaced by Russian analogues. Furthermore, the author, Russian defence analyst Andrei Frolov, admitted that although the Kremlin started adopting defence imports substitution programmes in 2013-2014, the Russian government had begun to get rid of post-Soviet partners years before.
For instance, the Russian Zavod Spetsialnykh Avtomobilei, based in Naberezhnye Chelny, since 2010 has been developing a series of chassis to replace the Belarusian MZKT analogues as prospective arms platforms. Moreover, Putin signed an order on respective R&D works as early as 2007.
This is only the beginning. In July 2016, the local daily Biznes Online revealed that the project in Naberezhnye Chelny had failed, and now Russia is launching a second large-scale programme to substitute Belarusian-manufactured chassis. The costs already amount to tens of millions of US dollars, but the Kremlin seems intent on getting rid of Belarusian MZKT at any cost.
Other Belarusian defence exports to Russia will be affected as well. For instance, the same Russia in Global Affairs review announced the 'production of [Russian] night vision sight matrices instead of French and Belarusian products' as another major achievement of Russia's defence industry. Given that Belarusian firms traditionally supplied sights and other optics for Russian-made tanks and armoured vehicles, it seems that the Kremlin is making no exceptions for Belarus in its drive towards autarchy.
Belarusian defence industries are undergoing arduous but relatively successful transformations. On the one hand, they are forced to develop new products, as their Soviet legacy has already been sold. On the other hand, Putin's policies have left Minsk with no choice in the long-term perspective: it must survive with less support from Russia. As the SIPRI report has shown, Minsk is so far surviving. Minsk's marketing efforts pursue a consistent and fastidious strategy by focusing on solvent customers, including certain former Soviet allies, conservative regimes in the Middle East, and beyond.

Boeing flags inexperience of Indian private sector 'strategic partners'
In New Delhi on Thursday [07SEPT17], the world’s largest aerospace corporation, The Boeing Company, openly expressed what many global arms vendors have complained about in private: The Indian private sector is not yet capable of manufacturing complex military aircraft under transfer of technology (ToT).
Pratyush Kumar, Boeing’s India chief, proposed that highly experience defence public sector undertakings (DPSUs) – like Hindustan Aeronautics Ltd (HAL) – be coopted, since that is where aerospace expertise and experience lies in India.
Speaking “from the vantage point of a company that has been in the aerospace industry for 100 years, across the world,” Kumar in effect proposed a major reorientation of the defence ministry’s new Strategic Partner (SP) policy.
The policy aims at creating capable defence manufacturers in the private sector, to compete with the DPSUs and Ordnance Factories (OFs) that have historically dominated defence manufacture in India. The policy requires private firms chosen as SPs to enter technology partnerships with nominated global “original equipment manufacturers” (OEMs), and jointly bid for contracts to build aircraft, helicopters, submarines and armoured vehicles for the military.
But Kumar, speaking at a seminar organised by the Centre for Air Power Studies, the air force’s think tank, pointed out that successful examples of ToT-based manufacture involved “co-opting of public enterprise and private enterprise in a way that leveraged the investment made in the public enterprise for multiple decades”.
The Boeing chief said he “tried hard, and could not find a single example [of successfully building an aircraft under ToT] where it was just the brand new private enterprise with limited aerospace experience. Look at Turkey, look at Japan, look at Brazil — look at multiple countries. In all cases, there is a fine balancing act of co-opting the capabilities of both public and private enterprise.” Other foreign companies are less forthright than Boeing. With two multi-billion dollar aircraft acquisitions already launched via the SP route — for single-engine fighter aircraft and helicopters — foreign OEMs have begun partnering Indian private firms. Lockheed Martin has partnered Tata Advanced Systems Ltd (TASL) and Saab has partnered the Adani Group, anticipating a tender for the single-engine fighter.
This although TASL has never assembled an aircraft, while the Adanis have never built a single aerospace component. Foreign OEMs resent having to partner novices, but comply quietly so as not to rock the boat, said a foreign executive based in India.
Boeing is more forthright, bolstered by the confidence of being the most successful arms vendor in India over the last decade. Since 2009, Boeing has sold India aircraft worth $12 billion. These include eight P-8I maritime aircraft in 2009, and then four in a follow-up order; ten C-17 Globemaster III heavy lift aircraft in 2011; and 15 Chinook CH-47F and 22 Apache AH-64E helicopters in 2015.
While these were all sales of ready-built aircraft, Boeing is perhaps anticipating having to “Make in India” with an SP in another forthcoming contract — the navy’s multi-billion dollar acquisition of 57 ship-borne fighters for its aircraft carriers. In that acquisition, for which a tender is awaited, Boeing’s F/A-18E/F Super Hornet would possibly compete with Dassault’s Rafale-Marine; Saab’s Sea Gripen and an upgraded version of the Russian MiG-29K/KUB. Aspiring Indian SPs, like TASL, admit that their role in an SP contract would remain “build to print”, i.e. manufacturing sub-assemblies and assemblies to blueprints provided by the OEM. Yet, it would provide a lucrative growth opportunity.
“The need of the hour is for the ministry of defence to go forward with the two very large aerospace orders [for] single engine fighter and helicopters. Frankly, in my mind, there is nothing else to it,” said TASL chief, Sukaran Singh, at the same seminar.
In contrast, HAL chief T Suvarna Raju talked up his engineers’ design skills and experience. Pointing to the range of helicopters HAL has designed ground-up – the Dhruv advanced light helicopter, Rudra armed helicopter, and the eponymous Light Combat Helicopter and Light Utility Helicopter – he declared: “Each component of our helicopters demonstrates the skill sets of HAL designers, of their capabilities and innovation efforts. Look at the carbon composite blades and the transmission system, composite body structure, glass cockpit and many more…” The air force, however, continues to back the SP policy. “The only way to sustain the momentum in the aerospace manufacturing space is to start manufacturing here and strategic partnership model is a step in the direction,” said Air Marshal Shirish Deo, the air force’s vice-chief. The SP policy has been in the making since 2014-15. It remains contested and a work in progress.

Le Bourget air show: Russia clinches contracts for military hardware deliveries

It emerged at the Le Bourget aerospace show that Russia had won a tender for the delivery of shipborne helicopters for Egyptian Mistral-class amphibious assault ships. As Director of Russia’s Federal Service for Military and Technical Cooperation Dmitry Shugayev said, "we can state with pleasure that Russia has won this tender" and will deliver its Kamov Ka-52K helicopters to that country.
According to him, Russia and Egypt are now approving the technical concept of the helicopter and the contract’s financial terms. The work carries on and the contract is quite outstanding and significant, Shugayev noted.
It was also announced at the Le Bourget aerospace show that Russia had signed a three-year contract with Belarus for the delivery of Sukhoi Su-30SM fighter jets.
"The contract to supply a batch of Su-30SMs has been signed. It will take a few stages to be completed within the established timeframe," Shugayev told TASS.
The head of Russia’s Federal Service for Military and Technical Cooperation also said that Russia had delivered the first two out of 12 Mil Mi-35M helicopters to Nigeria under a contract to be implemented by 2018.
Russia’s advanced S-400 Triumf air defense missile systems for India and Turkey
As Rosoboronexport Head Alexander Mikheyev said at the Le Bourget international aerospace show on Wednesday, Russia’s weapons exporter Rosoboronexport expects to sign a contract with India soon on the delivery of S-400 Triumf air defense missile systems. "Rosoboronexport is carrying out pre-contractual work with Indian partners. We are discussing the technical issues of the deliveries. I can assure you that both our company and the Indian side are set to sign the contract soon," the chief executive told journalists.
An agreement on the delivery of S-400 antiaircraft missile systems to India was signed by the Russian and Indian governments in October 2016.
The Rosoboronexport chief also said that the deliveries of S-400 surface-to-air missile systems to China would begin in compliance with the schedule.
"The S-400 Triumf long-range air defense missile systems will be delivered to China in strict compliance with the contract concluded between Rosoboronexport and the Chinese side. There are no causes to doubt the timely and qualitative fulfillment of the accords," the company’s head said.
The Rosoboronexport chief also said that Russia was holding contractual negotiations with Turkey on the delivery of its most advanced S-400 Triumf long-range surface-to-air missile systems.
"Turkey is, indeed, showing high interest in Russian long-range air defense missile systems. Contractual negotiations are currently underway," the chief executive said.

Russia and Belarus agree Su-30 deal
Russia has reached a preliminary agreement to supply Belarus with an undisclosed number of Sukhoi Su-30 'Flanker' combat aircraft, national media reported on 5 February, reports IHS Jane's on 08FEB2016.
The Russian Deputy Minister of Defence, Major-General Igor Lotenkov, made the announcement that the Su-30s will be provided to the former Soviet republic to replace the MiG-29 'Fulcrum' fighters that it inherited at the end of the Cold War in 1991.
The Su-30 procurement is part of a wider defence deal between Russia and Belarus that will see the latter receive modern combat aircraft in an effort to upgrade its largely Soviet-era inventory. In addition to this high-end fighter type, Belarus has also begun receiving Yakovlev Yak-130 'Mitten' advanced jet trainer/light-attack aircraft it ordered in 2012.
Although now an independent state, Belarus serves as something of a buffer zone between the West and Russia, with all of its military equipment either supplied by or supported by the Kremlin.
Since the break-up of the Soviet Union in the early 1990s, Belarus has retained the closest ties to Moscow of all of the former Soviet republics. Over recent years, this friendship has been cemented with Russia providing Belarus with the latest ground-based air defence units, such as the S-400 Triumf (SA-21 'Growler'), S-300 (NATO reporting name SA-10 'Grumble'), and Tor-M2E (SA-15D 'Gauntlet') surface-to-air missile (SAM) systems, as well as promising and providing modern combat aircraft.
As well as supplying the Belarus military with equipment, Russia maintains a permanent presence at Baranovichi Airbase in Belarus, with between four and 18 Sukhoi Su-27 'Flanker' fighters
Russia Scraps Plans of Additional Project 677 Submarines Construction
The Russian Navy decided not to build Lada-class diesel-electric submarines (Project 677) since the funding will be spent on Kalina-class ships, a senior Russian Navy’s official said Tuesday, 19JAN16, reports Sputnik.
The Navy has decided to complete the construction of two Lada-class boats and stop the work on the project. All three boats of this project will join the Baltic Fleet. Funding will be directed to the Kalina project," the official told RIA Novosti.
He added that a Russian design bureau, Rubin, was working on the project of the submarines equipped with anaerobic (air-independent) power units, dubbed Kalina-class.
