can we talk about how she could have killed hat kid as soon as she saw HK with the time pieces? And then instead of doing that she decided to pit the entire city against her, having them hunt her for her own amusement, willing to blow a cool million on this?

(I assume you're talking about Empress?) Yeah dude, that was wild tbh. Like it was a super fun and challenging final act, but still. Wild.

At this point almost every NPC in this game is willing to literally murder a child for their own gain, but Empress took it to a whole new level. Fighting a kid in your basement is one thing (i.e. The Conductor, DJ Grooves), but essentially halting the functions of an entire metro and spending potentially millions of dollars to catch a little girl? And failing? Insane.
