I think Orion's decision to lie to D16 could be considered stupid, but neither can Orion be blamed or condemned for the decision he made.
Their lives as miners are literally a constant risk, with low pay and appalling living conditions.
Sparkling is not seen as a blessing by others but as a burden for which they should be punished for being and obstacle and hindranceto their coworkers and superiors.
In addition, it is implied in the comic that they may be punished if they manage to have children, due to the way Orion was treated.
Orion only made a desperate decision, but he did it thinking it was all within his power, given his miner's caste, to avoid endangering D-16, since Orion knew he wouldn't abandon him if he knew the truth, no matter how much Orion begged him to accept the promotion and lied. D-16 will chose to stay with Orion, regardless of the danger or the fact that he would become an outcast for it.
I'm glad you understood the story. I don't think Orion can be blamed for making a rash decision, since they don't have many alternatives for getting ahead in life. The situation in the mines is difficult, and Orion didn't want Dee to carry that burden. Although having Sparklings is rare because they don't have T-Cog, those who manage to conceive are seen as a burden within the group, which is why most decide not to have Sparklings. Maybe Dee would have protected Orion, but the bosses would have possibly taken it out on him.
