Guys! I got it figured out!
Torment is Cletus.
What's his personal connection to Peter, you ask? The one line none of us seemed to be able to connect because it just didn't fit?
Carnage bonding to Peter.
So we saw at the end of Venom #256 that Carnage (finally) left Eddie and bonded himself to Torment:
(Yes, I know he says "the start of a beautiful friendship" but it hasn't even been a minute since they bonded. I guess it wouldn't be impossible for Cletus to briefly conceal his thoughts so that Carnage wouldn't immediately recognize him.
It's Marvel, okay? It's not that farfetched.)
However, we only see Torment in his original form in the subsequent covers:
And sure, maybe that was done to avoid obvious spoilers, but maybe it was also because Carnage got angry [either at Cletus leaving him or at him showing up like this after all this time] and now he's the one leaving Cletus.
And he takes Peter as his host.
This is further supported by this variant cover of ASM #26:
