Because Saitama can perceive God's presence. Like he perceived his presence and whispers when God gave Garou his powers.

My bet is that it either has something to do with the Abominable Fist that turned against God... or how he got his powers. Or how he broke his limits. Almost dying would definitely be traumatic enough.

And my guess is a yes, because while Blast is speaking about himself and Garou on this panel... what actually ends up happening is Saitama and Garou battling for supremacy.
So essentially he's saying that Saitama too, has divine powers.

Saitama was granted divine powers by god. That he had accepted. In his childhood. But he turned against God, so he faced forfeitude. And then God took his life... Or attempted, but Saitama actually survived and broke his limits. And he has repressed this early childhood memory, because it was so traumatic. But it's the source of his apathy.
