Name: Raven

Secret Identity: Rachel Roth

Species: Human/Demon Hybrid

Threat Level: 5 - Maximum

Abilities: Raven is the daughter of Trigon, and therefore possesses immense magical ability. In her current, self-controlled form, she has great skill in telepathy, empathic healing and umbrakinesis. She can also astrally project and summon her ‘Soul-Self’, a state wherein she unleashes even more magical power.

This is her powerset when she maintains strict control of her emotions. If she were to let loose, or succumb to her father, Trigon’s, influence, her capacity could be limitless.

Weaknesses: As mentioned, Raven’s power derives from her emotions, so she must maintain constant self-control in order to avoid going too far and becoming corrupted.

Babel Protocol: I know of a chemical concoction that can affect the brain’s chemistry and induce a state of emotional numbness. If we could inject her with said substance, her mind should go into shutdown, greatly limiting her access to her magic. There is no guarantee that this could stop Raven if she were to fully give in to her father though.

Private Notes: Raven’s determination to limit herself is admirable, and proves that she has her priorities straight. However, she has been broken down in the past, and there is a high likelihood that it could happen again.

Name: Shazam

Secret Identity: Billy Batson

Species: Metahuman

Threat Level: 5 - Maximum

Abilities: When empowered, Shazam is on the same strength level as Superman and Wonder Woman. According to the Billy’s own account, he possesses the Wisdom of Solomon, the Strength of Hercules, the Stamina of Atlas, the Power of Zeus, the Courage of Achilles and the Speed of Mercury, which is a ridiculous power set if true. 

What I know for certain is that he is empowered by lightning of magical origin, making him a good foil for a Kryptonian.

Weaknesses: The transformation from Billy to Shazam is enabled by a vocal phrase. If he says it, he instantly becomes a powerless child.

Babel Protocol: If it is impossible to intercept him in civilian form, then my plan is to implant a VR chip on his person. This will place him in an imagined hostage scenario where he must depower to save his family, whom he seems incredibly fond of.

Private Notes: Although the League does not know this, Billy Batson is a teenage boy when he is depowered. A child in charge of that much power is a worrying prospect.

Name: Starfire

Secret Identity: Kory Anders

Species: Tamaranean

Threat Level: 3 - Substantial

Abilities: As a Tamaranean, Koriand’r possesses superhuman strength and durability, as well as the ability to fly. Her main power, however, is the ability to project ‘starbolts’ from her body. These bolts of energy are of a temperature high enough to melt steel as if it were butter, certainly living up to their moniker.

Weaknesses: Tamaraneans need regular exposure to solar radiation in order to maintain full strength. They are also a species heavily dictated by their emotional state. They are at full strength when they are highly emotional, and a suppression of emotion would depower them.

Babel Protocol: I developed a cache of nanites that, when deployed, would enter Starfire’s head and target her temporal lobe with a series of subsonic frequencies that would temporarily shut off her ability to feel emotion. Without her feelings fuelling her powers, she is not a dangerous threat and can be rehoused to a secure facility.

Private Notes: I know that Dick has strong feelings towards Koriand’r, and if he were to find out about her file, I’m not sure he could be trusted not to tell her. Therefore, her file, and many of the Teen Titans’ files, are locked under a separate system that he does not have access to.

Name: Firestorm

Secret Identities: Ronald Raymond and Jason Rusch

Species: Metahuman

Threat Level: 4 - Severe

Abilities: Firestorm is a walking fusion reactor, and as such can both absorb and expel extreme amounts of energy and heat. Their main ability, however, is elemental transmutation. They can essentially transform one substance into another, as long as they know the chemical bonds that each substance is made from. The limits of this have not yet been found, but it is known that Firestorm is capable of creating kryptonite.

Weaknesses: Firestorm is the result of two separate entities forming into one being. This is a highly unstable process that can only be regulated through use of a Firestorm Matrix. If the matrix were to fail in some way, Firestorm would be forced to separate into their two hosts.

Babel Protocol: This is an absolute worst-case scenario plan, but if you were to expose Firestorm to an excess of nuclear radiation, the Firestorm matrix should theoretically be overloaded and malfunction.

Private Notes: This plan is far too risky to use in a populated area and would first require Firestorm being led out into the middle of nowhere. Until I think of a better solution, however, this will have to suffice.

Name: Black Lightning

Secret Identity: Jefferson Pierce

Species: Metahuman

Threat Level: 3 - Substantial

Abilities: Jefferson has the metahuman ability of electrokinesis, allowing him control over electrical energy. Not only can he absorb and project electricity in blasts, his ability also gives him control over electromagnetism. As a result, he can manipulate metal in a limited capacity, allowing him to deflect bullets or use metal plates as repelling surfaces, for a few examples.

Weaknesses: Jefferson’s abilities are psychosomatic, and as such depend on his emotional state. This could cause his powers to become unstable if there were emotional stakes involved.

Babel Protocol: I developed a specialised form of rubber designed to insulate against Black Lightning’s attacks in particular. It is solid enough that, if needed, I could produce a container sturdy enough to hold him.

Private Notes: Working with Jefferson during my time in the Outsiders, I am sure that he would never stray from the side of good. If his family were threatened though, I could certainly imagine him being found in a coercive position.

Name: Martian Manhunter

Secret Identity: J’onn J’onzz

Species: Martian

Threat Level: 5 - Maximum

Abilities: As one of the last Martians, J’onn is one of the most powerful psychics in the universe. He has mastered this power, and can range from either picking up surface thoughts to delving deep into a person’s mind. This alone makes him a hard foe to fight, as the battle could be over before you even lift a finger.

His abilities are not limited to telepathy though. J’onn can also shapeshift, move things telekinetically, camouflage himself and phase through solid objects. Essentially, if there is a power Superman doesn’t have, J’onn can probably cover it.

Weaknesses: Due to the trauma of the attack that wiped out the Martians, J’onn has a deep-rooted fear of fire. Exposure to it has been proven to cause J’onn to lose control of his abilites, becoming a danger to himself rather than anyone else.

Babel Protocol: I have created a cache of nanites that would be deployed to coat J’onn’s skin in a layer of magnesium, which combusts upon exposure to air. This should incapacitate J’onn if he ever needed to be neutralised.

Private Notes: Although I hate to admit it, if J’onn were ever to go rogue, I’m not sure I would ever get the chance to deploy my countermeasure against him. After all, an evil Martian Manhunter is one with no qualms against psychic attacks.

Name: Superman

Secret Identity: Clark Kent

Species: Kryptonian

Threat Level: 5 - Maximum

Abilities: Superman’s Kryptonian physiology enables him to gain strength via the absorption of yellow sunlight. This grants him superhuman strength, speed, senses, and durability. Additionally, it enables him to fly, expel heat beams from his eyes, expel ‘cold breath’ from his mouth, and see across the whole electromagnetic spectrum. In layman’s terms, there’s not much he can’t do.

Weaknesses: Kryptonians depend on yellow sunlight for their powers to work, so being deprived of it for an extended period of time would leave Superman powerless. Exposing them to red sunlight (similar to that of their home planet) achieves a similar effect near instantaneaously. 

Superman’s second main weakness in kryptonite, a radioactive mineral originating from Krypton, his home planet. There are a number of different forms of kryptonite, and each has a different effect on a Kryptonian.

Green Kryptonite - The most common form of kryptonite. This drains Superman of his strength and weakens him. Fatal if exposure is long enough.

Red Kryptonite - This strain of kryptonite causes a new effect each time Superman is exposed to it, ranging from the useless (excessive hair growth) to the dangerous (personality alteration). Too unpredictable to use safely.

Gold Kryptonite - This is said to remove a Krytonian’s powers permanently. Personally, I have never seen it in action but, from the stories I have heard, it works.

A Kryptonian’s third weakness is magic. Although they are invulnerable to most physical attacks, they are defenceless against the mystical, with said ‘spells’ having the same effect on them as they would to a human.

Babel Protocol: I have fashioned a bullet made of Kryptonite that, when fired, would pierce the skin and remain in his body, weakening him from the inside. Although I hate the idea of using a gun, if Superman went rogue it would be a necessary line to cross.

Private Notes: Clark is one of my closest friends, but I cannot let that sway me from including him in these plans. If he was manipulated or transformed in some way, there is very little that an unprepared populace could to to stop him.

Name: Supergirl

Secret Identity: Kara Danvers

Species: Kryptonian

Threat Level: 5 - Maximum

Abilities: Supergirl’s powerset is identical to her cousin’s. That is to say that her Kryptonian heritage allows her to absorb the radiation of Earth’s yellow sun and become empowered as a result. 

Kara is not only nigh-invulnerable to harm, she also has superhuman strength and speed, in addition to powers such as heat vision, freeze breath, flight, and the ability to see across the electromagnetic spectrum. Kryptonians truly are a grab bag of threatening abilities.

Kara spent longer on Krypton than her cousin, and during that time trained in several forms of Kryptonian martial arts. The ones I know of were called ‘Klurkor’ and ‘Torquasm Rao’. I have trained extensively in almost all earthly forms of fighting, but Kara’s style is one I have never encountered.

Weaknesses: As a Kryptonian, Kara has all the same weaknesses as her cousin. Kryptonite radiation is toxic to her and weakens her powers. The effects of a red sun’s light would similarly depower her while active. In addition, Kryptonians are just as vulnerable as humans to the effects of magic, and it has proven a potent weapon against them.

Babel Protocol: I made a kryptonite bullet in order to stop Clark but, in the case that both Kryptonians were on the warpath, I produced ‘red sun cages’ just in case. These work by trapping the Kryptonian in a hard energy cage made of red sunlight. They should be depowered quite effectively.

Private Notes: Kara may seem like a lesser threat compared to Superman, but it must be kept in mind that she is still a Kryptonian and, if she ever were to turn against Earth, it would be a catastrophic event.
