DOCOMO Pacific lost out on a massive BEAD pay day in the CNMI. Then, CEO Christine Baleto enlisted a notorious fake news outlet in an effort to extort the CNMI Bead Project office for roughly $2 million - for an aerial coax-only build.
The core problem, from an economic and technical standpoint, is the apparent mismatch between Docomo's proposed bid and the reality of deploying a comprehensive high-speed internet network in the CNMI.
SORRY SCALE CNMI’s own benchmark puts cost at $7,000+ per passing. At that rate, two million touches maybe 285 locations. That doesn’t wire a village on Saipan, let alone the Commonwealth. National engineering work pegs fiber mainline around $48,000 per mile in rural conditions. Docomo's two million bid would've bought only 37–42 miles of trunk, not drops, not hardening, not restoration after the first storm. In CNMI’s terrain and typhoon belt, those numbers get worse, not better.
BEAD is a federal grant to fund the deployment of high-speed internet infrastructure to areas that have problems accessing high speed internet. High-speed internet is critical for businesses and communities as a foundational infrastructure for economic growth, modern services, education, and healthcare.
“Lowest cost per location” is real under the updated BEAD posture. But technology-neutral never meant standards suddenly became optional - something Baleto and their hired dark PR operator wants the public to believe.
Any winning plan must still hit performance, latency, upgradeability and resilience. An aerial coax-only scheme strings amplifiers and powered boxes across poles and salt air. That’s shared bandwidth that chokes at peak times and a long chain of failure points when winds rise. Cheapest on paper turns into costliest to maintain, longest to restore, and shortest-lived.
Which brings us to the pressure play. The pattern is familiar: disinformation, intimidation, bullying. What used to be just political hit work is now a treacherous tactic now targeting island consumers - in CNMIM and on Guam.
It's nothing short of a brazen extortion attempt that seeks to manufacture a false crisis/corruption/incompetence narrative to strong-arm the government of the CNMI into coughing up $2 million in 'ransom'.
Docomo's unqualified CEO has tag teamed with Kandit Fake News' resident spin monkey to not just smear the CNMI BPD office and Glen Hunter, but their efforts will stifle sorely needed economic growth in the CNMI, delay real connectivity, jeopardizing timelines, and risks money CNMI cannot waste. Baleto is doing it as some bizarre ransom attempt. The troll is doing it because he owes a shitload of money to Docomo Pacific for Kandit phone and internet service.
If Baleto’s aerial coax concept were viable at scale, it would stand up to daylight: route maps, per-mile and per-passing math, storm-hardening details, O&M projections, and an apples-to-apples scorecard. Instead we get a bargain headline and a megaphone. CNMI deserves a network, not to be strung out at the end of a $2 million noose.
GOF KLARU: Two million dollars of aerial coax on poles is deferred failure. Publish the scoring, publish the routes, and fund the build that survives typhoon season and actually connects people at scale. Anything less ties the islands up for another cycle of outages and excuses.
The sequel certainly was missing out not bringing these three characters back.
