Bird struggles that I observed today while on my way to the restaurant.

Eyyyy bird people, can anyone tell me what might possibly be happening here? That whiter pigeon definitely saw something in or on the other bird's beak that they were just absolutely determined to GET.

Is this bullying? Affection? Is there something on the bird's beak that they need help taking off? I wasn't able to get close enough to them to really see what was going on except that the lighter pigeon kept grabbing the other one's beak and getting all jiggly with it
