OC: Rivu-Aiasan, nickname "Levi". An electric eel Fishman from the Deep Blue with the naga-naga no mi Mythical Zoan devil fruit.

Not only has he been ostracised from his community in the Deep Blue for never having the ability to swim in his home again, but the whole reason he ate the devil fruit to begin with was to search for his promised mate, Tobiuo, who never returned home after choosing her sworn enemy to conquer as Warrior of the Deep. Levi wanted to find her, help her, support her, and love her as one mate does... But Kaido found him first.
