Mh! Delicious! My favorite! State sponsored furbait propaganda! Though I get no a lot of flack for segregating the notions of furbait from its implied sexual origin, I think it important to expand the definition of furbait to the means of grabbing attention as an anthropomorphic animal entity. Bert the turtle is furrybait, because he's meant to be a mascot to the brand new baby boomer generation like Smokey Bear and Woodsy the Owl as a means of a PSA to hide during a nuclear apocalypse. Bert the Turtle is furrybait, because he's an anthropomorphic animal with lots of mileage and has characterization outside of just being an animal. I'm going to stop myself from writing a stimulant-fueled essay on a tumblr post with little research done to the merit of this character or the lack of success of the Civil Defense Administration's efforts for efficient protection against nuclear annihilation.
