puffer (serpent) has the ability to turn himself into the three forms of water: liquid, gas, solid but solid is just his body instead of ice which is why his body also runs pretty cold

He can turn himself into a big glob of water to trap his opps, or just one body part when he’s dodging a swing, and he can turn into a ball of gas as some sort of smoke bomb

His outfit consists of a thin scarf around his arms via his shoulder that he can use as a ropespool because fabric gets heavy when wet, so if he turns his arm into liquid he can get it wet and heavy and swing it around to grab his opps and drag or pull em

Turning his arm into gas provides to dry the fabric up because of he heat. It's all about body temperature, he can regulate that

For the sake if everyone's sanity, his liquid form is just water and not a melted down version of his body, nor will you suddenly see puffer particles around you when he's gas

Puffer also has the ability, when he's water, to higher the water pressure but he doesn't use it unless necessary from how lethal and gory it is cuz people could literally explode. If he's about to lose to his number one opp, munition, for instance. Just as a warning, yknow, not with the intention of killing obviously

There's also the science that explosions in water with high pressure tend to be way more massive than low pressure
