1. something bad happens, we (the public / little people) find out how bad it actually is

2. it’s all over the news for a few weeks, lots of questions are asked, mass outrage, we find out the govt was just as bad as we already knew it was

3. MP’s/PM insist that it will never happen again, lessons will be learned, they tried their best with everything, people will be held accountable

4. nothing happens, the government make the same mistakes as before, if not worse, the news has moved on to other things and it’s forgotten about
