On the one hand, the Sea Folk Windfinders and Wavemistress in Caemlyn are really aggressive and rude all the time.
On the other hand, no one is really giving them their due, as basically royalty with an escort of nobility. And no one is even trying to meet them culturally. Plus, why should they have to wait for the Tower to resolve its dispute before being allowed to find 20 Aes Sedai to stay with them? They are completely in the right to push for the bargain to be fulfilled. (Which would be so incredibly easy, with Traveling. There is literally no good excuse to keep putting them off.)
