Why doesn't the Agency just kill the supernaturals they have imprisoned? Wouldn't it certainly be more efficient, less costly (and less cruel)? Sorry if it's explained in-game in one of the response options, but what's the purpose of torturing them?
It’s to do with the deal they signed with supernaturals when The Agency was formed. Supernaturals didn’t want humans having life and death control over their own, so that’s why the supernaturals invented caging, to prevent that.
It’s a discussion that will likely come up throughout the series though, so I’ll leave it vague!
