I drew the response to your second question first, so I am going to answer with it first! But dont worry! I will have a post explaining Camila situation too and I will tag you in it so you wont miss it!
Luz is Camila's and Philip's dauther in this AU! And Vee is a friendly basilisk neighbour, teehee.
I didn't want to change Luz's design too much so she would still be recognisable as herself. But it would be weird to leave her completely the same, knowing that she has a completely different parent in this AU. So, I decided that Luz has inherited most of her looks from mom and just a little from her dad. That's why I made her eyes sky-blue, while the rest of the face is the same. It was easiest part to change to show relation to Philip. And, Luz being Belos's dauther explains why she grows up to be skinny, tall and somewhat lanky, unlike Camila.
Now, about Vee. I think during this time period, Dedwardian Era, Basilisk weren't extinct yet. Endangered more likely. But basilisks are still in the wild, trying their best to survive! Its difficult, because people actively hunt them down and their sourses of food are extremely limited (witches and demons were part of basilisk diet before, but the tables have been turned not in their favour). And thats where Nocedas come up!
As hermits, both Camila and Philip are very close to nature of the Isles and protect it how they can. This includes basilisks. Camila and Philip help them survive, providing protection and food too. But that works as a mutual alliance between the Noceda family and the remaining basilisk pack. The help ends up going both ways with both sides caring for one another.
Which leads to both side being able to trust each other with their kids! So, Luz and Vee grow up to be close childhood friends!
Also, it is obvious that Vee has her own parents now, alive and well. And probably siblings.
Funny that Luz ends up feeling more kinship with basilisks than fellow witch kids, because she only ever socialised with the former since she was a baby. She isn't feral, of course, since she has witch and human parents who raise and educate her properly, even if outside the societal norms. But it does end up make Luz feel pretty isolated from her peers, unable to understand them and fully connect as an equal.
Gladly, this will change once she meets Willow, but that is a different story!
