"I'm here. I'll love you" is something Rudo needs to be for Amo who was never loved by her mother, and obviously not loved by the pedophile she was sold to
Lily have been abused and then abandoned by her parents, similarly to Amo
Gountess referring to his heart as "frozen" similarly to how Rudo calls his heart "this dark, angry thing"
Rudo already knows that he can, he already did connect to Amo and got through to her heart, fulfilled her wish to be needed, to have someone who cares if she lives or dies. But don't know yet if Rudo knows that his heart is good enough to offer to Amo. We cant be sure whether or not Rudo thinks his "angry heart" is good enough. I hope that he knows! But if he doesn't, thats something he can learn from Gountess.
Just like "don't let your greed consume you" as a lesson Gountess teaches Rudo directly. It very much applies to losing Lily.
But what Gountess can learn from Rudo is that you need to trust the person you care about, to forgive you
Amo could forgive Rudo after he raised his hand on her (as justified as it was)
and Lily will forgive Gountess that their relationship crumbled because of his ambition (as well intentional as it was)
