Ahhh, this power is so cool! Most of the powers we see are just rule-of-cool, but here what Toshiro is doing actually has some basis in real-life chemistry!
And it’s sneaky, too! Toshiro couldn’t beat Harribel by just blasting her with ice, so instead he works around her powers by lowering the temperature of the environmental water. He can do this, because it takes a little more than just lowering the ambient temperature to freezing to start turning water into ice.
There needs to be some sort of initial condition, a seed crystal, if you will, and the snowflakes-- which, of course, are tiny bits of ice themselves-- are enough to start turning all that water all over Harribel into ice, trapping her.
