Zandik mentioned Pantalone as his good friend but I wonder how true that is. When he talked to us he seemed to assume that relationships are based on the value that people can provide each other. "Anything Columbina can do for you, I can do better", and all that.
We don't know that much about Regrator, but we know he's in charge of Snezhnaya's economic policies. It'd be easy to think that he treats his relationship with Il Dottore as completely transactional and Zandik just doesn't know better and thinks of this as friendship. But what if Pantalone is also incapable of forming connections in a non-transactional way because of his past. He's busted his ass to get the wealth and power he has now, using anyone in his path to achieve it and has forgotten how to interact beyond equivalent and strategic give and take.
People might think they are cold, distant, heartless, but it is not because they do not desire to form bonds with others. When they find each other their interactions start transactional and they remain that way to this day at least in the eye of outsiders, but they find comfort in them. They can work with each other, trust that the other will fulfill their end of a deal, and soon they've become close in a way that neither can put into words. If you asked them, they'd say they're good friends, but whenever they talk about their interactions they'd sound like completely professional colleagues. Except they're more than that and to them that means the world.
