I think the most Tragic Part of Jiub's Story is that by eradicating the Cliff Racers he stripped Morrowind of her greatest defense mechanism against supernatural intruders, for even Dragons were driven back by the winged menace, allowing for the Oblivion Crisis to go as bad as it got and kill him...
And he probably didn't know that. In fact, he probably thought he was doing something GOOD by killing all Cliff Racers... while dooming his country instead.
