Maybe the only reason this is funny to me is lack of sleep but when I see Leona’s facial expression in this all I can think of is

We still don't know what the drinking age for the Sunset Savannah, or really anywhere in Twist is, but since he's a legal adult odds are Leona is familiar with throwing a few back by now. It's the only way he can get through those council meetings without wanting to tear his ears off.

He probably threw back a couple of daiquiris when they got back to the hotel just before leaving school because damnit he needed some sort of reward after having to put up with this group for over 24 hours.
