Perhaps you can go in depth about how Peter manages to hold respect and devotion for Arthur in spite of the cruel treatment he often gets from him ?
firstly i do want to clarify that not all the englands ive rped with treat him badly, and that it really varies (and i usually try to have him react to them accordingly)
but i’m assuming you mean this one because lia’s is the one with which i have the most current development with. (and does indeed treat sea pretty badly.)
and i guess the most succinct way to put it is that he hardly has any choice in the matter? he wasn’t born for his own sake (or, more accurately concerning nation beings, his own people’s sake), he was created specifically for one purpose, and that was for england. becoming a micronation might have changed his behaviour but that change can only reach so far.
for better or worse his bond to arthur is stronger than any alliance— because alliances can still be broken— and more uneven in exchange than even probably most micro-macro pairs.
because, before his purpose was to become a micronaion and rebel from england, his purpose was to serve england instead, which is a complication i don’t think any other micronation really has.
past that, he simply views arthur as respectable. the way he conducts himself, the way his country is viewed by the world, and so on. peter knows enough to know his brother’s legacy without knowing the details that would contaminate that respect.
in his view, he’s never really done anything to harm england.
the fact that the micronation of sealand exists at all is something that was done for his own good, for once, to become his own entire person, pretty much the very first time he was ever necessarily selfish. that this choice has since become a matter of scorn and mockery just twists that knife a little bit more tbh
to be honest all he really wants at this point is kindness, since respect seems to be out of the question. he couldn’t really ever dislodge his existence away from england, though, even if he wanted to.
