For cards like Waves of Agression and others that give an extra combat step and are sorceries, if you cast them on another player's upkeep with Quicken or during some other time on their turn, what happens?

If it’s not a main phase when Waves of Aggression or another extra combat phase card resolves, then nothing happens. The card can only do anything if it resolves in a main phase.

If a player controls an Eon Hub and a spell like the pact cycle that references your next upkeep is cast and several turns pass, would that trigger occur at the first upkeep the controller has after the Eon Hub leaves play? Or do effects that say next upkeep just wait one turn and then quit?

The delayed Pact trigger will wait until either the game ends for you or you actually get another upkeep at some point. It doesn’t matter if that doesn’t happen for another 30 turns, it will be there whenever it happens.

If my opponent controls a card like Propaganda, when can I activate non-mana abilities (e.g. Deadeye Navigator + Palinchron) and float mana to get enough mana to attack with a bunch of creatures? Or is there no time frame for that?

There’s no time to do that.

Declaring attackers is the first thing that happens in the declare attackers step, and players don’t get priority in the step beforehand. Mana can’t float between steps and phases without cards like Kruphix specifically saying otherwise.

Maro recently answered a question about past attempts to make unblockable a keyword, and then mention that they changed it to "cannot be blocked" to make people stop thinking it was a keyword. Does an ability being a keyword have an mechanical significance (outside of things like flying that need to be keyworded)?

Yes.

The biggest interaction is with cards that remove abilities after effects are applied to creatures. When a card gains a keyword, it actually gains an ability, whereas something like “can’t be blocked this turn” actually changes the game rules while the effect is active.

For example, I target Elvish Visionary with both Slip Through Space and Coat with Venom, let them both resolve, then target it with Gift of Tusks. Elvish Visionary won’t have deathtouch, but it still won’t be able to be blocked since “can’t be blocked” is just something that’s true about it this turn rather than an ability that was actually given to the card.

I saw the silkwrap post, and is that a result of the change to oblivion ring type effects? For example, if a player with an oblivion ring exiling a creature were to lose the game, would that creature come back?

That’s different because Oblivion Ring has a separate “leaves play” trigger to return the permanent to the battlefield. That ability will never even go on the stack because its owner is no longer in the game and the exiled card will be stuck in exile.

I have a question about extra land drops. If I have something that lets me play an additional land, like an Oracle of Mul Daya, and I flicker it after having played a second land in the turn, do I get another land drop?

No. 

When you want to play a land, you look at how many lands you’re allowed to play based on the game rules and any other effects currently in effect that let you play extra lands. If the number of lands you’ve played is less than the number you’re allowed to play, then you can play another land.

In the situation you describe, you’re allowed to play two lands on each of your turns and you’ve played two lands this turn, so you can’t play any more lands this turn.

(Note that this process changed a while ago. Before the change you would have been able to play another land in this scenario. However, no one handled the extra land plays correctly, i.e. actually declaring which effect they were using to play each land, so the rules were changed to be more intuitive and match the reality of how most players played.)
