This might sound silly, but in all seriousness, if OWCA's leaders are humans while their agents are animals, what the Canadian Organization Without a Cool Acronym only has human agents because they work under the authority of animals? I wouldn't put it past this world, considering Canada's national treasure is a moose, and for all we know, that moose could secretly be the head of COWCA.

First of all, it would be such a Phineas-and-Ferb-like joke to say that the head of COWCA is a cow, and even more of a Phineas-and-Ferb-like joke to allude to the fact that the leader of COWCA is a cow and then bam it’s a moose instead.
Okay, concept: America’s OWCA is run by humans and staffed by animals. Canada’s OWCA equivalent is run by animals and staffed by humans. England’s OWCA equivalent is both run and staffed by humans. Is there a country whose OWCA equivalent is both run and staffed by animals? And, followup: is there a series of OWCA equivalents with all these possibilities, except the evil scientists are animals, too?
