In regards to RK900 (Which I think I can tell is who you meant) I think it's for exactly that reason. We know nothing about him, he never speaks, therefore he's a clean slate to do whatever you want with character/personality wise. I like to believe that the prototype Amanda showed off was already in development since he's this ready to be shown off at the end of the game, and Connor can find and "rescue" him.

I guess I can understand the potential of a character that has a blank slate, and the narrative of RK800 seeking him out and rescuing/corrupting him is an interesting story to write. For me though, Amanda’s pretty clear message of RK800 being obsolete means our Connor won’t have that opportunity, especially considering the major choice you get regarding Connor’s program stability has to be made directly in opposition to the idea that he wouldn’t follow orders and return himself to be deactivated. Since the game never shows us what Connor does as a result of RK900, you can certainly imagine he defies Cyberlife’s wishes, but it seems pretty counter to that previous decision. I guess I don’t find his impending replacement compelling beyond the possibility of his instability later on.
