solution to declining birthrates: just import babies. any children younger than 2 years are allowed to immigrate and stay in the country no questions asked. They get full citizenship when they turn 16. That is plenty of time to enculture them however you feel is needed to be model citizens. It is amazing that no one has thought of this solution before which is perfect and has no downsides.
