Honestly, I feel like making Deep Ones as a whole less evil is a good idea, and removing the Pacific Island genocide from backstory for...reasons of having a site of genocide marked with symbols that remind one of swastikas.
but I wouldn’t want to play down the economic and cult horror of Innsmouth.
Remember this was prohibition era, and post League of Nations.
What about the idea that Innsmouth was run by Deep One criminals? Or a rogue nation state. Their talk about taking over and invading is lies and hot air and in actually got hit by so many sanctions from other Deep One city-states after what went on there got out.
