The first panel looks to be a direct translation of the Japanese manga. I found this on a really old Twitter post from when the manga was still ongoing, and MLA content was just being released.

Bottom panel is the official English version.

I'm glad they changed Trumpet's meta ability to 'incite' in the English version because 'rally' sounds too positive. A good My Hero Academia villain should have an ability that starts out more like a curse than a blessing. Imagine Child Hanabata in a room full of angry adults punching each other over something he said because he inadvertently gave them all 'roid rage. Then when the fighting was over, they'd all run out of energy and be listless, but not before someone got seriously injured.

My guess is the limit of incite wouldn't be people who trust him, per se, (although that has to play some part. I'm still cooking up something) more like people who are already worked up or prone to be would get a sudden burst of adrenaline like a soldier getting a dose of cocaine or methamphetamine.
