Sleeper cells: A sleeper cell is a covert group of operatives. Typically spies and saboteurs who infiltrate a target country or organization and remain completely inactive for long periods. They blend into the local community and await a prearranged signal or order to activate. And yet, these sleeper cells are all self assigned and share the same goal of keeping their two silly train men safe.
or, the Subway Bosses are two of Unova's favorite trainers for whatever reason it may be. They are two of Nimbasa's treasures and its people are the dragons that protect its treasures no matter their oddities.
or or, Ingo and Emmet are Nimbasa's best worst kept secret and Nimbasa is ready to throw hands if need be. It just so happens that the people who are in the position to be able to do so seem to congregate towards Gear Station as Depot Agents

My favorite random bit of Pokemon trivia is that in Gen 5 the Depot Agents primarily use Ground, Electric, and Steel types and in Gen 8 the Rail Staff primarily use Steel, Rock, and Fire types.
When I first saw this I figured out why right away, but it isn't initially obvious to people who aren't railfans because it requires you to know a little bit of railroad history.
Gen 5's Depot Agents work on the Pokemon world's equivalent of the NYC Subway. This system operates steel train cars powered by an electric third rail, and it's famously mostly underground (at least in Manhattan; there's a lot of above-ground elevated trackage remaining in the outer boroughs). Steel, Electric, Ground.
Gen 8's Rail Staff have the types they have because the first vehicles we would recognize today as steam locomotives were invented in the UK. Steam locomotives are operated by burning fuel, usually coal (or oil), in a firebox, which heats up the water in the boiler to produce steam to move the pistons. These pistons pump the drive rods on the drive wheels (the big ones) to move the locomotive.
The locomotive itself is made of Steel, the coal is represented by Rock, and the fire in the firebox covers Fire-types.
It's so subtle but it's so brilliant. Someone at Game Freak knows their railroad history really well and snuck this in.
