1- I do have a canadian version of gov right here!
Her name is Cana, and she's stubborn and about as useful as the Fed is lol. She seems unassuming, but that's what she want; she has a no nonsense attitude, and believe herself more competent than she actually is. She doesn't realize (or refuse to) that the provinces and territoies (specially Québec, BC and Northwest) obey by principle; they know they could do as they wish, but choose to obey most of the time.
The character Kall me Kriss did what International Canada, which is the Canadian version of IDC.
2- I think, mainly for how the west province see Québec, she'd be Canada's florida? As in they mock the people or plainly dislike her (I think the best comparison would be California).
But the Provinces doesn't have the same chaos filled being than florida does, and the terrirories mainly mind their own business so yeah
3-In my own little universe, she and the Northeast have brunch together.
Maine and her are a lot like found family, she got a love-hate relationship with Mass, she consider Vermont, New Hampshire, RI, the Carolinas and Georgia as siblings/cousins; QPR with NY and NJ and her got "It's complicated".
She have a history with Louisiana, which I dive more in this fic, and Alaska is like her little brother who got bigget than her, also explained in here.
I do believe she'd get along with Flo, and California too; she would probably be one of the people able to bring him back to earth.
